- 4 cloves garlic, thinly sliced
- 1 1/2 cups whole milk
- 1 cup low-sodium chicken or vegetable broth
- 2 cups water
- 1 cup freshly grated Parmesan cheese

- 1 lemon
- Red pepper flakes (optional)
